Spinning this off from #34. @MartinFouilleul has suggested that our tooling provide quick-start things to help people set their compilers up with the correct flags.

In addition, we need to make the Orca sources easy to acquire so you can compile stuff like the UI into your own project. We can install the sources into AppData along with the tooling itself, and also probably add a command to vendor the Orca sources into your project.
